Unlike statutes which are made by a state’s Legislature, rules are written and made by state agencies. A rule is a product of rulemaking by a state agency. “Rule” means the whole or a part of an agency statement of general applicability that implements, interprets, or prescribes law or policy or the organization, procedure, or practice requirements of an agency and has the force of law. The term includes the amendment or repeal of an existing rule. ~ Model Administrative Procedures Act.

Who we are
Est. 1978: We are the Administrative Codes and Registers (ACR) Section of the National Association of Secretaries of State (NASS). Our national organization’s members are involved and associated with the administrative rules process.
Virtually everything in your daily life is affected in some way by rules published by members of ACR from the quality of air you breathe to the licensing of your dentist. You may not know who we are, but you certainly feel the impact of our labors on a daily basis.
